Well I'm not entirely sure if this is the right category to place these smiles / icons (since this is a screen shot). In any case, the character is from the popular Soviet/Russian Cheburashka cartoon...created for whimit.com.

AAAAAAAAAAAAAAAAAAAWWWWW! CHEBURASHKA! I LUV IT! THAT LITTLE CUTE FUSSY ANIMAL I A HEART-MELTING, EVER LOVING, AND NEVER HAITING ANIMAL! Also Gena The Crocodile is a big fave of myne! I hope i could by a Cheburashka plushie, because my sister (18 years old) had one when she was a baby, and maby gave it to the 'Childs Help Asociety right next to our home! I am a most big fan of it!

They aired that in sweden too many years ago...of course it was dubbed, so I don't remember the name...but I think it was "skrutten..." something.
